Have the basic skills and knowledge to quickly identify contributing factors to low-level incidents and divide them into immediate and root causes using the 5 Whys
Understand the link between near misses, incidents and accidents
Be able to identify how accident reporting can be improved
Be able to effectively collect valid information from an accident scene, witnesses and other documented evidence
Understand the existence of bias and the impact it can have on the investigation process
